Over the course of Judge Shepherd's career, he has argued cases in the Florida Supreme Court, the Third District Court of Appeal, and the United States Court of Appeals for the Fifth and Eleventh Circuit. He sat on every district court of appeal in the state during his tenure as an appellate court judge. The district courts of appeal serve as the court of last resort in most instances in the State of Florida. During the thirteen-and-a-half years he served as an appellate court judge on the Third District Court of Appeal, approximately 900 files crossed his desk each year. The cases included all manner of civil, criminal, administrative, probate, family, election law, and writs (certiorari, prohibition, mandamus, habeas corpus) as well as orders granting or denying equitable and injunctive relief. He has written more than 500 signed opinions in all of these fields of law, and joined in thousands of opinions authored by my colleagues.
